Abstract: In article the understanding noosociety innovative culture contributing to creation and the development of new knowledge reveals. Reconstruction of production science is proved in all branches of economy and also need of creation of domestic innovative technologies for innovative development of national economy. It is claimed that only the level of innovative education of personnel – a vector of formation of new economy of Russia at innovative thinking of heads of all levels of management.
