Abstract:
A comparative analysis of a new generation of practices involving citizens in addressing issues of public infra-structures is being made: an Active citizen of Moscow, a local initiatives supporting program of the World Bank, Budget Commissions of citizens of the European University St. Petersburg and participatory design actively used in modern urban studies. The basis for comparison is 1) a direct or representative model of democracy, and 2) whether decisions are made on the direction of budgetary expenditures by citizens or authorities.
