State and Municipal Management Scholar Notes, 2019, vol. 1, 11-19

Abstract: The article examines the specifics of the social requests of Russian society and directions and nature of the transformation of regional political and administrative elites. In particular, the correspondence of the main parameters of the functioning of the political and administrative elite to the ideas present-ed to it by the population is considered. The study of the structure and scale of social request to the policy-administrative elites and the specifics of its activities is carried out taking into account modern sys-tem challenges. The article was prepared on the basis of empirical information of interregional sociological research.
