Abstract: The existing typology of transformational processes is considered, namely: the model of state-market reform of the early “real socialism”, “criminal-oligarchic”, liberal-corporate and state-corporate transformation models. The fiscal policy and the state entrepreneurship are investigated as determinants of institutional transformation. The concept of institutional modernization of transformational economic systems based on the methods of fiscal policy and the mechanism of state entrepreneurship has been developed.
