Abstract: This article analyzes the ratio of regional and municipal levels in the innovation management of mass youth sports. Innovative development of physical culture and sports in the youth environment is not possible without the creation of an innovative environment in the vertical structure "federal - regional - municipal authorities". The authors pay attention to innovation in the management of physical culture and mass sports among the youth of the Rostov region, and conclude that the state investment activity affects almost all levels and spheres of youth sports management.
