Abstract: The article is devoted to the actual problem of analysis the managerial decisions and forecasting of innovative development of human capital as a leading factor of long-term economic growth of the Russian Federation in the market. Contradictory points of view on the understanding of the essence and importance of human capital in optimizing the economic development of the country are revealed. The resulting forecast convinces of the need for active state regulation of macroeconomic development of the country with an emphasis on the innovative development of human capital as the basis of productivity growth and quality of labor. The macromodel of innovative development of human capital on the basis of the Solow production function with the use of innovative labor-saving technologies is considered. Specific proposals for improving the proposed macromodel are formulated.
