Abstract: The article presents the results of the study of the feasibility of inter-regional integration. According to the results of the study, the leading indicators of the integration potential of regional targeted development programs were identified. The matrix model for the optimization of the integration process, which takes into account the unevenness of obtaining promising results of targeted regional development, is presented. It is proved that the partnership of the regions in the target development of territories is more preferable than the implementation of local strategies.
