Abstract: The article is devoted to the study of proposals for the formation of regional labor potential, the understanding of this process as the continuous creation and implementation of it into the labor resources of the region is considered. The end result of labor potential is its adequate transformation into labor force with elements of quantitative and qualitative directions that ensure the development of the region’s system from the point of view of society and economy. Arguments are presented in favor of a direct connection between the interests and needs of participants in regional development, their implementation, the strategy of socio-economic development of the region and the territorial management system. A block diagram of the phased process of forming the regional labor potential of the tourism industry, as well as a table of interests and preferences of the participants in the process of forming the regional labor potential, have been compiled.
