Abstract:
The market for green Finance in the world at the turn of the decades includes such areas as:" green "loans," green "indices," green "ETF, REIT's, Yieldco's, and finally" green " bonds. Their development is determined by such phenomena as the desire to make it easier for public budgets to meet the global requirements of the Concepts of sustainable development and combating climate change, and the resulting formation of new species – green and bio - economies. The lack of resources, in particular investment and financial resources, in countries such as Russia, has become a limiting factor for achieving stable growth in the sphere of entry into new emerging markets of new eco-oriented economies. The green Finance markets of the countries cannot fully provide affordable financing for the real sector of the eco-oriented economy, which negatively affects the opportunities for their rapid growth, competitiveness in the domestic and foreign arenas, and is determined as a result by the increasing shortage of foreign sources of financing during the sanctions wars. The study put forward and justified the hypothesis of increasing the level and role of green markets in the transformation of the domestic economy at the turn of decades.
