Abstract:
In the article the main institutional, human, organizational and financial problems of development of human capital, typical of the regional economy of the Belgorod region in 2010 and 2018 is Considered the main trends of trans-formation of the regional education system in terms of the main levels of education. At the same time, special attention is paid to the problems of development of the system of regional preschool education, in which the basis of hu-man capital is formed. The features of functioning of the system of secondary special education of workers as one of the most strategically problematic areas of the educational complex of the region are highlighted. The main trends in the reproduction of human capital in the framework of regional health systems and culture of the Belgorod region are considered.
