State and Municipal Management Scholar Notes, 2020, vol. 1, 18-26

Abstract: According to the authors' team, the system of vocational professional education for the authorities has real prospects, for the implementation of which the continuous cooperation of state and municipal employees in-terested in obtaining vocational professional education, as well as their managers and representatives of edu-cational organizations is particularly important. This article is based on an interregional study that involved 776 civil servants of the Rostov region. The result of sociological surveys was to identify the educational needs of state and municipal employees, which allowed the authors to identify a cluster of aspects that improve the system of professional development of employees in terms of cooperation between the educational organization and the customer. The article presents an analysis of current changes in the legislation of the Russian Federation on the issue of professional development of state employees, educational organizations.
