Abstract: The innovative, technological and economic development of countries is inextricably linked with the growing need for highly qualified specialists and, as a result, the intensification of competition for human capital. Based on statistical and factual materials, the article identifies factors affecting the migration attractiveness of countries, analyzes the migration practices of attracting / returning highly qualified specialists, and studies the transformation of approaches and mechanisms of migration policy towards flexibility, transparency and selective focus.
