Abstract: The article analyzes the reforms of the administrative apparatus in Egypt from the 1950s to the 2000s. All attempts to implement reform failed as a result of state employment policy. This policy contributed to the spread of administrative corruption. The main properties of the relationship between the government and the bureaucracy are described. The main topics of the national program for the development of the state apparatus are presented. It is shown that any goals of administrative reforms revolve around the restructuring of public administration. The process of administrative reforms is based on an accurate diagnosis of dysfunctions in the management system. The administrative reform process should combine the development of human resources with the functioning of organizations and the modernization of technology.
