Abstract: Personnel management occupies a key place in the activities of the organization of any organizational and legal form, of any sphere of activity. Providing the public service system with the necessary qualifications, with a sense of civic duty is the most important task for the development of public administration. The instability in the country, including in power authorities, the lack of a well-developed legal framework for the activities of state structures, the absence of a coherent methodological approach to the formation of State personnel policy – these and many other problems lead to the necessity of study of foreign experience in the field of public service personnel management.
