Abstract: Elaboration and development of youth policy and youth entrepreneurship in Russia are described in the article. In particular, the problems of regulatory support of youth policy and youth entrepreneurship, as well as the delimitation of powers of the bodies responsible for youth policy and institutions supporting entrepreneurship, are disclosed. The experience of state regulation of youth policy in Germany is presented. Based on Russian practice and German experience, the directions of development of youth policy and youth entrepreneurship in the Russian Federation are formulated.
