Abstract: The article examines some terminological and theoretical problems of implementing Russian anti-corruption policy, identifies theoretical inconsistencies between terms and definitions of socio-political realities, examines factors that reduce the effectiveness of anti-corruption policy, identifies the theoretical reasons for the multiplicity of approaches to defining the concept of corruption and replacing the concepts of fighting and countering corruption.
