Abstract: Using the example of branches of the forest, agricultural and fishery complexes, the article analyzes the conformity of the structure and the number of places for training specialists with higher education, financed from the federal budget, to the long-term tasks of regional development. The volume of personnel training is compared with the contribution of territories to the gross domestic product (hereinafter referred to as GDP) for the types of economic activities «Agriculture, Forestry, Hunting, Fisheries and Fisheries», the structure of the gross regional product (hereinafter referred to as GRP) and the trends in its development provided for by development strategies regions, as well as with the population of macroregions and the number of employees in this type of activity. The results of the analysis indicate an imbalance in the distribution of budget places for admission to first year universities in certain federal districts of the country, which indicates the lack of effectiveness of the implementation of educational policy at the level of constituent entities of the federation and federal districts in terms of harmonizing the volume and structure of training with higher education with long-term needs socioeconomic development, defined by strategic goal-setting documents of regional and macroregional levels
