Abstract:
In this article the author analysis and represents the modern conception of united system of Russian public powers, which included the federal and regional state powers also the municipal authorities. Such of system is connected with correlations of constitutional norms in 2020 year. Also the author provides comparative analysis of A.A. Yugovs prevention about branches of state powers which departments he named as “mutovki”. In article is given the resumes about connections between the public state departments and municipal public authorities.
