State and Municipal Management Scholar Notes, 2020, vol. 3, 42-49

Abstract: The Covid-19 pandemic has led to a major change in the structure of work in organizations around the world. Russian government agencies were no exception and, during the period of epidemiological restrictions, actively used new tools of labor organization. Combined employment has become one of the most common tools. This article is devoted to a comprehensive analysis of this tool. Its motivational component will be disclosed, a SWOT analysis will be conducted, and the place of combined employment in the general management system of Federal government agencies will be indicated. Attention will also be paid to substantiating the possibility of continuing to use combined employment to create an attractive image of public service among applicants.
