Abstract:
The novelty of the study is that: 1) numerous "service" competencies that are mentioned separately are identified and brought together in a General list, 2) competencies are correlated with the main trends in the "service" concept: customer orientation, managerism, participation, and experimentation, 3) foreign approaches to the professional development of civil servants based on the task of forming "service" competencies are identified and generalized, 4) competencies and methods of their formation in Russian authorities are identified, and comparative conclusions are made. The research methods were the analysis of foreign scientific literature, as well as a sociological survey of employees of personnel services of some Executive authorities of the Russian Federation. The article was prepared as part of the research work of the state task of the RANEPA.
