Abstract: The article is devoted to the problem of elitism of education in the framework of strategic development and enrichment of content and technological support of tools for improving the state cultural policy of modern Russia. The content analysis of the problem content is carried out, the range of research is revealed in the context of the development of the concept of "elitology of education" in the aspect of reflection on the essential meanings of the cultural policy of the state.
