Abstract: National and foreign systems for regulating public procurement are subject to periodic modernization in the context of ensuring national economic security, promoting fair competition and economic efficiency and reducing corruption risks. The updating of state and public requests to improve the contract system governing public procurement requires the harmonization of fair competition and economic efficiency. On the basis of the analysis the author concluded that the balance of the legal, economic and administrative approaches to competition and cost-effectiveness in the contractual system will improve procurement efficiency and accountability in the medium term.
