Abstract:
The emergence of small and medium-sized businesses in current economy is constantly in crisis. At the moment, Russian is going through the fifth crisis since the beginning of market reforms. This situation causes the negative dynamics of small and medium-sized businesses in this unstable context. State support measures are management and do not use the strategic development of economic entities. At the same time, the current situation of the economic entities can be assessed as critical. The article discusses the importance of changes in state system attitude of the problem: it should focus on small and medium-sized businesses as a strategic development of the economy, which is the development goals of Russia.
