Abstract:
The article considers the main barriers to achieving public solvency by the institution of city-management i.e. compliance of actual management practices with the set goals and recognition of their results by the local community. The author identifies 4 main barriers that do not allow the institution of city-management to function effectively: the lack of horizontal coordination mechanisms, low qualification of personnel, institutional barriers and imitation practices. These obstacles are explained by the neo-institutional theory, which suggests the presence of mechanisms of informal resistance to innovations of formal management procedures. According to the author, the problems of Russian city-management are related to the mismatch between formal and real practices of municipal management, and their solution lies in the professionalization of municipal service and increasing its prestige.
