Abstract:
In the present article, digital competence and its constituent digital competencies of civil servants are analyzed as an intellectual resource of political power. A review of the scientific literature is included, which discusses the current trends of digital transformations in various spheres of the state's life. The factors that stimulate the development of digital competence of modern civil servants are identified. The experience of the Center for Training Managers of Digital Transformation, based on the Higher School of Public Administration of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, is also presented, which, in our opinion, is innovative and advanced from the point of view of transformational digital changes in the training of the personnel potential of the civil service.
