State and Municipal Management Scholar Notes, 2021, vol. 2, 18-27

Abstract: The article considers the American, European and Asian approaches to the formation of territorial innovative ecosystems, the key elements of which are scientific and educational organizations as sources of intellectual human capital and generators of ideas, innovations and new developments, and organizations of the real sector of the economy that can commercialize innovation into a finished product. The role of these ecosystems in the development of national economies and the forms of state participation in the regulation of their activities have been studied. Prospects have been identified for the implementation of foreign experience in Russia to the formation of ecosystems of world-class scientific and educational centers.
