Abstract:
In contemporary social relations the value-setting and normative system of Russian culture is subjected to intense negative influences by both external and internal forces. This poses a threat to the sustainable development of Russian society and the state, and to the sociocultural well-being of an individual. In these circumstances the state and society demand measures to ensure the safety of their culture. Cultural policy, as defined by the Constitution, federal legislation, the Cultural Policy Framework, the Cultural Development Strategy and other strategic and medium-term planning documents, is the mechanism for countering such challenges. In this work the authors reveal the scientific and practical content of contemporary cultural policy and its object of regulation. The analysis of the potential of cultural policy is made and scientifically based measures for its development in the context of internal and external threats and risks are worked out.
