Abstract: In the course of the study, various reasons for the appearance of a new risk factor were considered, as well as all possible consequences of its manifestation. The aim of the study is to analyze the impact of the pandemic risk factor on the implementation of meso-level investment infrastructure projects and to develop a risk management model for the investment project. Various infrastructure industries are considered and ranked according to the level of losses during the pandemic. Based on the studied problems and views on systemic risk management, the author's approach to the formation of a risk management model for investment infrastructure projects of the meso-level of regulation was proposed.
