Abstract: This article is devoted to the inextricable interaction of civil society institutions and the scientific and cultural elite in the formation of the social image of the state, as well as an assessment of the place and role of elites in the process of the formation and functioning of public organizations in the regions. The variety of forms of joint work of power and society in solving one of the main tasks of the Russian political system - ensur-ing the free harmonious development of the individual, providing each citizen with opportunities for creative development and self-realization, was considered.
