Abstract: The article justifies the conclusion that in modern Russia there are conflicting trends in the interaction of the main socio-political clusters of the consolidation of political power - the political elite and civil society. The resolution of the indicated contradictions should be the interactive interaction of the elite and civil clusters within the framework of the partnership model, with the aim of expanding the political participation of citizens in the implementation of the consolidated state policy and intensifying the mechanisms of control of the political elite by civil society in the public policy space.
