Abstract: The article is devoted to the development of the institution of parliamentarism in post-Soviet Russia. A historical and comparative method of analyzing the evolution of Russian parliamentarism is applied, taking into account the discourse of opinions of experts in the field of constitutional construction. The strengthening of presidential power in Russia in the 90s of the last century led to a decrease in the role of parliament in the political process.
