Abstract:
The innovative development of meso-level systems occurs under the permanent influence of many factors of the internal and external environment, including institutional ones. This actualizes the importance of taking into account the objectively existing hierarchical relationship and interdependence of state and regional policies, as well as the strategic goals of the innovative development of economic entities in the region. In this context, it is important to take into account that at present, intensive and effective innovation of the industrial base of the region is a necessary condition for the development of industry in the context of constant adaptation of the potential of subjects to changing environmental conditions. At the same time, real practice verifies the fact that the possibilities of inertial development have been exhausted and new development models are needed based on the introduction of advanced production technologies, informatization and digitalization. The circular economy model can give impetus to the development of industry. This model is based on the principles of resource efficiency, product life cycle control, the formation of an environmentally responsible environment, and the implementation of efficient business models. In this regard, the purpose of the article is to solve an applied scientific problem: the development of tools for strategic diagnostics of the innovative landscape of regions, which is characterized, on the one hand, by the level of innovative development, as the basic platform for the transition from a linear economy, the level of a circular economy, on the other hand, taking into account the parameters of resource efficiency, greening, waste management and recycling of materials. The article presents the results of approbation calculations on the example of the southern Russian regions, within which a group of regions was identified that have a basic platform for the introduction and development of a circular economy.
