Abstract: The article examines the Soviet experience of building a system of state and national institutions for the development of indigenous peoples, which is of particular interest in connection with the recognition of the need to preserve traditional cultures in the Russian Federation. The author states the need to form a comprehensive historical and legal knowledge about the experience of national policy towards indigenous peoples in Russia.
