State and Municipal Management Scholar Notes, 2022, vol. 4, 29-38

Abstract: The article presents a historical overview of the formation and development of the housing and communal services of the Russian Federation, in particular the Rostov region. The analysis of the current management structure of the Ministry of Housing and Communal Services of the Rostov Region is carried out, its problems are identified through case methods, brainstorming, methods for conducting foresight sessions, methods of reflection and questioning. In order to solve the identified problems, proposals were developed to optimize the management system and staffing of the Ministry of Housing and Communal Services of the Rostov Region, and the effectiveness of the proposed solutions was also assessed as a result of testing the study.
