Abstract: The scientific work is based on the correlation of migration processes with the state of the labor market and examines the impact on the balance of supply and demand. The article analyzes the dynamics of migration and emigration in the Russian Federation and the city of Kursk. Special attention was paid to the migration flows of highly qualified specialists (within the framework of the resettlement program for former fellow citizens). The regulatory framework for regulating migration within the powers of federal authorities and authorities of the subjects is considered. The features of the migration policy in modern Russia are studied. The scientific works of various authors on the topic of migration are compared and comparatively analyzed within the framework of a retrospective.
