Abstract: This article examines the need to revise the methodology for implementing state youth policy in connection with changes in the country's political course and emerging threats to national security. The problems of youth radicalization through social networks, social and civic activity of modern youth in Russia are presented, and the methodology of the genesis of youth organizations is studied. In conclusion, the authors proposed their own steps to mitigate the emerging threats and revise the regulatory framework.
