Abstract: The article analyzes corrupt practices in the system of state bodies and local government; points out and classifies forms of realizing corrupt practices of elite representatives; models hierarchical construction of “corrupt pyramid” of corresponding power body; points out criteria of affiliation to the corruptionists team; classifies factors producing corruption risks; justifies that system corruption in Russia today is a threat to national security.
