In the context of the wave theory of cyclicity the author points out the causes of political cycles changing in the Russian history. From the viewpoint of civilizational approach there can be observed recurrence of political trends in the framework of political systems during Soviet and post-Soviet periods, their dependence on dominating values, inner and outer conditions, and also abilities of the ruling elite and the leader to meet the challenges of modern times adequately.
