Abstract: The article analyzes social conditions of regional peculiarities and the existing system of providing pop ulation with state and municipal services. The authors give estimation to the backward communication as for e ffective providing state and municipal services is concerned. The article characterizes the necessity to raise quality of managerial technologies of government machine bodies, shows the objective necessity to transfer to managing social sphere on the basis of quality of state services.
