Abstract: Referring to the legislative instrument regulating education activity, the author makes an analytical review of the changes of the up-to-date higher education in Russia and the market of educational service, paying attention to describing commercialization of higher education. The article considers such peculiarities of the higher education reform as implementing three-level system of higher education in universities, updating educational standards, providing universities with status, appearance of monitoring effectiveness of higher educational establishments, realizing programs of networking cooperation and the impact these peculiarities have on the sphere of educational service market. The author defines the notions “market of educational service” and “educational service”. Considering the main problems of up-to-date higher educational establishments and their impact on subjects taking part in educational process, the author brings out peculiarities of the market of educational service which consists in complexity of assessing quality of an educational service. Quality of educational service is significant for both a consumer and a society.
