Abstract: In the proved of monitoring higher educational establishments held by the Ministry of Education and Science of the Russian Federation there arose a quite explicable problem connected with impossibility to assess specialized higher educational establishments with the help of unique criteria. To make a correct monitoring a base of comparison taking into account peculiarities of humanitarian pedagogical university activity – training professional pedagogical staff for the system of education is necessary. The author points out criteria of assessing potential of a humanitarian pedagogical university and suggests the algorithm for complex assessing the above stated higher educational establishments. The suggested approach makes a comparable assessment of the factors of external environment and internal processes.
