Abstract: The article considers the aspects of developing territories, conditions and prospects of effective social and economic reforms for a small-scale singleindustry town in specific conditions of the mining area of Ural. The author analyzes key factors necessary for changing the strategy of developing the territory as exemplified by Verkhniy Ufaley. The results of analyzing dynamics in population changes, employment, terms of providing equation in the labor market of the single-industry town are presented. The author gives assessments to the possibilities of interaction between small-scale towns and big cities, and development of integrative and agglomerative processes. Prospects of developing high-tech natural resources management in Ural and establishing a new branch trend “Demidov 2.0” in the mining industry are considered. The author presents the review of competitive strengths and one of the prospective growth areas as exemplified by proceedings for marble mining and working.
