Abstract:
The problem of development of "green" economy in Russia is considered. The relevance of the study is due to the need to create a theoretical and methodological basis for the transition period and the identification of criteria for assessing the state and level of the "green" economy development. The study hypothesis is that the use of a systematic approach allows to form a common methodology and priorities, as well as the hierarchical structure of the system "Green" economy", to take into account all the features, the relationship of the study object and develop the most appropriate system of criteria for assessing the "green" economy in the region. The proposed tools make it possible to integrate into the system of international measurements and determine the state of the "green" economy in Russia. The main results and conclusions of the article can be used as a theoretical, methodological and practical basis for assessing the current state and level of development of the "green" economy, determining the effectiveness of environmental and economic programs, optimization of financial management, environmental monitoring and other tasks.
