Abstract: The reasons for the diversity of approaches to identifying stages of legal regulation are explored. The correlation and place of various legal phenomena in the dynamic structure of legal regulation are revealed. The content of the stages of legal regulation identified in science is clarified. The typical dynamic structure of legal regulation as a system of elements (stages) providing its effectiveness and efficiency is described.
