Abstract: Starting from the definition of the term ‘value’ and entering the public value literature, I am going to analyze the way institutions and citizens play their roles in public problems solving (with examples from Romanian public administration). Research and action plans are to be pursued in order to create and maintain public administration accountability. Between theory and practice, Romanian public administration has to respond to new challenges and create a collaborative governance.
