Abstract: The paper addresses the issue of how sustainable development at the local level can be measured (evaluated) and proposes a methodology for assessing local development strategies in light of the main tenets of sustainable development and smart growth. In the theoretical sections of the article the author discusses the distinction between sustainable development and smart growth and argues that it might be easier to operate with the concept of smart growth if we want to assess efforts undertaken by municipalities with regard to land use and urban planning issues. In the final section the author describes a methodology developed following a Delphi panel with successive rounds.
