Abstract: This paper presents two new assessment methods used in public administration. These are tools that can contribute to the continuous adaptation and institutional restructuring in urban management. Both models were created to fit the Romanian cultural, social and institutional realities. From this perspective, they take into account specificities such as: the lack of coherent monitoring and data collection systems, fluctuating or no regulation. With these tools, managers of public institutions in urban areas can evaluate activities, projects, programs or strategies without being limited by the lack of evaluation culture and capacities. Evaluation results can be used in the permanent institutional adaptation in urban areas.
