Abstract: We tried, in this paper, starting from a SWOT analysis of the Romanian higher education system to state some financing scenarios for public financing of university education through the „Europe 2020 Strategy". The objectives taken into account in order to increase efficiency in the use of public funds are the following: territorial reorganization of public higher education in order to diminish the excessive dispersion of resources, refining the formula for financing public higher education since the new legal provisions of the stratification of university education, growth and diversification of financial resources allocated to education, a large financing by study credits granted by either the direct beneficiaries, students or higher education institutions, promoting and encouraging entrepreneurial culture and practices in public and private universities.
