BUDGET ALLOCATION POLICY FOR PUBLIC HIGHER EDUCATION IN VIETNAM: A SHORT RADIOGRAPHY AND FUTURE TRENDS

Abstract: The article main purpose is to find out the appropriate policies to improve the situation of the state budget allocations for the education system of public universities in Vietnam. This article will be based on the annual reports of the Ministry of Education and the Ministry of Finance and will analyze the current state of budget spending allocation policy, highlighting issues such as: budget spending for higher education, the complexity in the budget allocation, the lack of correspondence between the budget allocation and the quality of training, the universities are not self-reliant, the economy of financial activities outside the state budget etc. In the end of the paper, the authors will present some measures in order to increase the budget allocation policy for higher education sector.
