BEFRIENDING INNOVATION – FROM ENTREPRENEURIAL VISION TO PUBLIC POLICY

Abstract: Starting from a wide scope question: “what are the key elements that contribute to a company’s long-term positive evolution and after careful consideration of the scientific literature on the matter, we proposed the following hypothesis: at the core of economic success lie elements such as: adequate, scientifically-based management practices, openness to innovate and a strong learning culture throughout the company. We tested the above-mentioned assumption on a relevant sample of enterprises and the conclusions supported our initial claim. Furthermore, based on the results obtained by Romania at the “European Innovation Scoreboard, it was clear for Eugen Albu that the critical issues identified by the quantitative research needed to be tackled through a multi-layer strategy for corporate educational services that provided solutions at individual level (for the managers, entrepreneurs, companies), on a governmental tier and at national level. Accordingly, the following instruments were designed: an innovative e-learning platform, a national communication strategy and a public policy to encourage organizational innovation and learning. Based on the proposed configuration for the platform, a pilot module was developed and tested, which led to several improvements over the initial design and a general confirmation of the validity of our undertaking.
